Disabling confirmation rules without deleting them

As the subject line writes, is it possible to disable/hide confirmation rules without deleting them?  I'm revising our current budget work flow and changing the confirmation rules required.  I'd like to keep the prior rules in case they are required in the future.

No, it is not possible to do that. You can not hide/disable a rule within a rule group. 
Cloning a rule group with its rule is also not possible as the rules name have to be unique whatever the rule group is.
That is a good idea for improvement - I suggest you create an ideastream improvement for it.

Just take a backup by extracting them (Application -> Tools - Load/Extract). You can then leave it in the application database if you want, via File Explorer, so that it doesn't get lost when Windows ruins your laptop with a 3AM update 😉

I agree with @NicolasArgente that this could be a nice IdeaStream post though.

In addition to what has been mentioned above, you could also create a Rules group such as "Archive" to (manually) move the individual rules to you wish to archive. As long as this group is not in any Rules Profile, it does not check anything. If you wish to sort the rules in your archive you could use prefixes for each rule, or create different archives (Archive_BUD, Archive_ACT,...).
