Does this stop a business rule from writing data to the blocked member?

I would add it also depends on how you define the Data Cell Conditional Input rule.  In the example I gave we were limiting users being able to input to O#Forms and O#BeforeAdj since those are the ones they have access to through the WF forms.  Therefore, we are still able to have a business rule that would calc and write data to O#Import.
