Enter yearly rates through cubeview

I am trying to build a cubeview to enter yearly rates in cubeview for forecast scenario. Is there any way I can do that? Idea is to enter rates during budget and use to for all forecast months instea...

Your rate account can be a balance recurring. User enters the rate in M1 and it will carry through all periods.
