My requirement is i need to provide few users(Admins) only oneplace and system tab access, and few users(Admin) i need to provide only oneplace and application tab access.

Hi Vikram,
For the applications related security, go to Applications > Tools > Security Roles and you will see your OnePlacePane in there.
For the System related security, go to System > Security > System Security Roles and you will see your System Pane in there.

I am trying to create a profile to allow someone to manage metadata ( a dimension). I can't figure out how to grant access to the Application Pane. I tried the above and don't see it anywhere. Can anyone help?

Go to Application Properties and update the security : DimensionPageLibrary
Then go your Dimension and on the top, select Dimension Properties. There will be a Security Group also there for each Dimension. Update the Maintenance Tab to your correct security group.
