We have a number of applications on the client’s environment of which there are number of test and development applications and a single production application.
The client does not have separate development and production environments, at this time they have purchased only one.
Is it possible to grant the “Administrator” role for the test and development applications but view access or standard user access to “production”?
We have a user that would like to have view only access to the metadata dimensions.
Is there an approach that others have followed when they’ve had similar non-standard requests?

    That is the main problem when you only have environment. The security is applied to all apps in that environment. You'd have to take the person out of the Administrators role and set more granular security by application. I am not a fan of the one environment model at all.
