how to enable paging controls on Cube Views

You can do that by cube view or using server config utility.
Look at Max unsuppressed row setting.

 

I believe you are on 6.2+ version.

    Thanks Celvin for the pointer. Along with Max Unsuppressed in CV property , Allow Sparse Row Supression =True helped.
