Non Admin: Report Formatting

I have some users who like to view a report in actual currency and others in 000's.  Is there a way a user can change the number format of each report?

    Set up a "Scaling" parameter - delimited list; Display: Whole, Thousands, Millions; Values: 0, 3, 6 and then attach to the CV.
