"Cannot execute step because the prior workflow step is not completed"

We have Workflow A, and Workflow B.   We get an error when the loadCube step in workflow B, when Workflow A is in Validation step.  The error we get is "Cannot execute step because the prior workflow...

In People Planning the Workflow Import Validate Load is hanging up between Workflow and Import.  Despite this being the first Workflow I've run on this app, I get the same message that the prior workflow(s) have not completed.  My WFP, Cube and Scenarios are set up exactly as I have done at my clients (7x).  I'm running this prototype app on 8.5 and on 9x.  Both failed.  I'd like to understand the cause of this error
