Is there any way to import a file that doesn't have a repeating member name on each line

Data source question, is there any way to import a file that doesn't have a repeating member name on each line. If I have a file similar to the one in the picture (but saved as a CSV or tab delimited), is there any way to load the file and have the system repeat the cost center numbers on the relevant line?
