Transformation TRX Upload/Download

We have users that frequently desire to mass updates to their transformation tables.  We use the TRX download/upload process to export current mappings and upload changes.  This works great except the TRX buttons are only available to administrators.  I believe that these should be available to admins along with anyone within the assigned maintenance group.  Is there a way to provision this?
