Best practice for Inactivating a Workflow step but still have load history visible

We have subledger system change that I created new workflow substeps for, and I wanted to leave the old workflow substep out there for viewing historical loads, but not have someone have to deal with it every month from a workflow completion standpoint going forward.  If I inactivate the step, it completely goes away in all years.  What is a best practice for making a substep inactive, but keep it visible for history?

Mark "Is Optional Data Load" to TRUE.
If a Workflow needs to load data to some periods, but not others, this option provides a quick way to
complete the Workflow Channel if no data is loaded that month. When set to True, this Workflow
Channel will receive an additional icon called Complete Workflow. The user can then click on this
and complete the process if no data is loaded to this channel.
