Is there a way to lock and unlock the scenarios through Dashboards? Followed to the above question, can we load FX rates through Dashboards?

You can execute Dashboard Extender Business Rules from any dashboard for instance on the click of a button. Therefore you have access to the BRAPI and can perform any functions that this exposes. You can certainly load FX Rates as all of the methods required are exposed by the BRAPI. What do you mean lock and unlock scenarios, are you referring to data locking?
