Is it possible to grant the ManageTransformationRules and TransformationRulesPage security roles to a non admin user, then by using security groups on the Transformation Rules Profiles only grant them access to specific areas?

I tried on a fake user and failed. The user was able to amend other profiles. Is this observation right?
