Is it possible to grant the ManageTransformationRules and TransformationRulesPage security roles to a non admin user, then by using security groups on the Transformation Rules Profiles only grant them access to specific areas?

You are correct. The ManageTransformationRules role takes precedence over other security on transformation rules.
