It seems to be possible to input FX Rates at Quarters and Years, does the system actually use this 'year' and 'quarter' rate across the periods for translation?

They do not - those are for when your input frequency on the scenario is quarterly, halfyearly or yearly. Assuming Budget and Forecast are monthly input frequencies, you'd have to enter the rates in the individual months.
