Members can only exist in once in the Dimension, unless they are inherited. Members can exist in an alternate hierarchy within the same dimension using Add Relationship for that member, but the member itself and it's relevant properties are retained in the alternate hierarchy.
You could do something like HR_169989, and then Finance_169989, to create distinct member names but I would suggest an alternative to your design approach.
Maybe all you need is an alternate hierarchy within 1 dimension.
