You should be able to set up the "Time" member to use a Data Key Type and then use a complex expression.

In your complex expression, you can pull in the scenario name and then use that if you want to populate the "Time" field:

Ended up setting the T#{year] in the data source file . I do see how this can be done the way you suggested above. Thank you
