We cannot add any attachments to certification questions, can we?

Most of the time I have seen forms used for this, and then have a confirmation rule check to see if the attachment has been made, then a certification question to answer you have indeed attached it.
Biggest problem I think about attaching things to Confirmation/certifications would be how to report on it after the fact.
