I'm suggesting one import for each user with every combination to which that user has access. Think of it as this... I have access to import for three entities, I'm going to go to one WF that contains three entities. I'm not going to go to three WFs, one for each entity. Same idea.
So that would be 1000 users (assuming one user/group) and no one user has access to multiple entities, then that will work. Entities can't cross WFs or it will wipe out data
Whoever is following this, I went with a different approach
Users will click a button and that button will launch a powershell script with the admin id and password. I've workflows created for entities and they get loaded. Users doesn't have access to these workflows and they cannot see the data
