This is a Fact.  Task Scheduler requires a Data Management Sequence to be created before it can be added in a newly created or existing Scheduler Task. Note that the DM Sequence does not actually have to have any steps defined, but not having any steps will generate a "No Steps Defined" error every time the Task Scheduler runs that task.
