Rest API Using SIC

So this is a very difficult question to answer without having more details.

1. If you are referring to leveraging the OneStream REST API, then SIC is not involved at all, as you would just call the OneStream REST API directly from any system outside (or inside another app) of OneStream.

2. If you are referring to a third party REST API, there are some considerations to consider, such as if the REST API is publically available or if any third party libraries are needed to invoke the REST API. If publically available and no specific libraries are needed, then SIC will not even need to be used and you should be able to call the REST API directly from inside OneStream Business Rules.
