Is there a function or table that I can look into to get the info about when and who Confirmed and Certified Workflows?

Have a look through the standard Application Reports, which should be available from OnePlace -> Dashboards -> Application Reports. Chances are that there is a report covering what you're looking for. If you don't have such reports, download the related solution from Marketplace.
