Need audit report to show system related roles, in addition to application roles

I have a client that needs to demonstrate to their auditors that no one except the IT group has the ability to create and delete users. When I use the Security Audit Report it shows the security role...

Hi calvinbruch: can you just show them (or screenprint) the System Security Roles page?  System > Administration > Security > System Security Roles.
