Did you manage to solve this issue?
We encountered the same issue in new application that the user cannot start OneStream using the shortcut and always need to download.
We have done the steps from the note OneStream Product Support - Error Starting Click Once Windows Application "Application cannot be started" (service-now.com) and enabled ClickOnce on edge but still got the same error.
ERROR SUMMARY
